| Overview: | Fifty years after the 8.7 earthquake dumped California, Oregon and Washington into the Pacific, Phoenix, Arizona has become the West Coast's new metropolis, a high-rise home to ten million people, complete with ocean and space shuttle ports.
Four hundred miles off the coast of Phoenix and thousands of leagues under the sea, millionaire businessman Charles Humberstone has built New Angeles, an underwater agri-business community completely cut off from the outside world and only accessible by submarine. New Angeles has strict laws prohibiting drugs, alcohol, gambling, prostitution.. and Android Replicants.
Replicants (robots which look, feel, and act like humans) are illegal everywhere in the United States. Runaway Replicants could pass as human and use their computer minds and indestructible bodies to take over Earth. That is why Replicants are only used in space exploration and mining, and to service humans working on these distant mining colonies.
So when smuggler Burt Hawks steals four female "Amusement Replicants" from the Jupiter Colony and brings them to Phoenix, Android Tracer Jack Ford is called in by his boss Reginald to track them down and return them. Partnered with a pretty Android technician, Beth, Jack must search the mean streets of Phoenix for clues to the stolen Replicants. What Jack and Beth find is a conspiracy linking the king of organized crime, Chew-Bah (a semi-mutant), with New Angeles. Is organized crime infiltrating the vice-free community of New Angeles?
When Jack and Beth venture to the underwater city, the clues lead directly to millionaire business Charles Humberstone, whose "Chinatown"-like scheme involves creating an entire city hungry for vice and amusements, then providing these amusements at inflated prices. Humberstone will not only be Mayor of New Angeles, but King of its underworld as well. An ABSOLUTE ruler.
Jack and Beth must team with Burt Hawks to stop Humberstone's scheme and recover the missing Replicants. But time is running out.
