As for the special features, it has a short 10 second introduction by Jackie Chan (in English). There are two scenes where he gives audio commentary in English. There is a brief "behind the scenes" look at Jackie Chan doing his English dubbing for the film (and the amount of times he had to do it over and over and over). As for the "making of" however, it only contains the 15 minute segment where you see briefly how a few scenes were made and the usual thoughts from the cast of the movie (English subtitled). It DOES NOT have the entire scene-by-scene breakdown like the HK DVD does. But personally, I think the "making of" on the US DVD greatly suffices. Also on there is a brief messages from Jackie Chan saying not to buy a pirated copy of this movie because he worked so hard on it (if you put the action AND the dubbing he did together, then oh yeah, he really did work hard).
