Plot:	1920s Shanghai: Andy Lau plays a government agent who is sent into Shanghai to help the local police rid the city of its severe drug and crime problems. Overview:	In 1926 Zhang has become the first commissioner for the prohibition of opium. At that time, bribery is a common practice in the society. The leader of one of the crime organizations, Du, tries to bribe Zhang in order to secure the revenue generated by opium sales, but Zhang refuses to take the bribery. As a result, a war between the righteousness and the evil begun...
