Plot:	When a rash of killings begin again after a 17-year hiatus, an aging police inspector teams up with a man--whose mother was long ago murdered by the same killer--to catch the serial killer and put an end to his reign of terror for once and for all.
Overview:	A police inspector vows to catch the serial killer called The Dwarf who murdered a young boy's mother in 1983. However the killer is never caught and is assumed to have died.
