ALTERNATE SYNOPSIS:
Dick Lee (Chow Yun Fat) and Ken Chow (Ti Lung) are cops with deep friendship for many years. Ken and his partner captured drug dealer Ted Yiu (Chui Siu Keung) ten years ago. Ted takes revenge on Ken's partner once he releases from prison. Meanwhile, Ken not only suffers the disciplinary sanction, but also ambushed by killer. Even though Ken fortunately survives, his family members are all dead.

At first. Dick wants to settle the quarrel between Ken and Ted. However, when he realizes the revenge Ted takes on Ken and his love Penny (Tien Niu) is in fact Ted's girlfriend, he understands that benevolence is for someone kind-hearted but not Ted. Dick and Ken eventually decide to retaliate.

Chow and Ti play the classic mis-matched buddy cops -- Chow is the idealistic rookie, while Ti is the hot-headed veteran. When a criminal (Chu) from Ti's past gets out of jail and begins threatening Ti's family, the two cops disregard orders and team up to stop the villain.

City War could have been a really great movie, but it just comes off as slightly above-average. Chow and Ti always have great chemistry together, and the prospect of seeing them in some Woo-style bloodshed is always enticing. However, the script and pacing of City War is really weak. It takes nearly an hour of the film's 90 minutes before the plot really gets moving, much of the time wasted in seemingly unnecessary subplots. What should have been a gripping crime drama sometimes comes off as a cheesy romantic comedy. To its credit, City War does finally start to gel together in the last half-hour or so, finishing off with a shootout that should please most HK action fans.

The Plot: City cops Ken and Ting imprisoned Ted the drug dealer ten years ago. Upon Te's released, his men kill Ting for him. Ken is also trapped by Ted and is almost punished by the police force. Revenge is taken when Ken's family cannot escape and is poorly murdered. Although Mediator Dick is in love with Ted's girlfriend, to uphold justice, he cooperates with Ken in hot pursuit of Ted.

Why Would I Like This Movie? The exhilaration of seeing Ti Lung and Chow Yun Fat together: their great chemistry and talent. Some great scenes of mayhem. Some great moments of acting and characterization: one scene in particular has Chow Yun Fat demonstrating his mastery of ultra-hipness, flashing eyes, and charisma. I also enjoyed the romantic sub-plot between Chow Yun Fat's character and Black Widow': an unusual amount of flirtation and sexual tension for an HK flick.

Why Wouldn't I Like This Movie? The hilarious moral message: society is on the side of the bad guys; real heroes carry out vigilante justice. And the usual problems of heroic bloodshed: gore, sexism, some truly cheesy lines, the predictability of the plot, etc.

Ti Lung and Chow Yun Fat play two cops in this entertaining and violent buddy movie. Ti Lung is a hot-head with a grudge against the criminals he chases, constantly in trouble with his supervisors for his neglect of police procedure. Chow Yun Fat is an understanding mediator, whose glibness manages to get his partner out of trouble more than once. When an ex-con (brooding villain Norman Chu (Tsui Siu-Keung)) starts hunting down Ti Lung's family, he gets a lot more than he bargained for in return. City War earns a place on Bey Logan's Hong Kong Action Cinema list of the ten best gunfights of heroic bloodshed. Logan wrote: "One of the best A Better Tomorrow spin-offs, featuring some quality high-octane action in the finale" (The Overlook Press, 1996: p. 129). HKFlix Rating: 8/10: (Arthouse Rating: 3/5.
