Koko is a devoted social worker inspired by her boyfriend who is also a social worker. Living with her grandmother, Koko has little respect for her father because he's an ex-convict. In her field work to a remote village in the New Territories, she gets to know a young man of low intelligent quotient, Fat Cat, who lives in poverty with his mother. Koko tries very hard to convince the mother to accept public assistance as well as getting the application approved. Unfortunately, the mother doesn't live long enough to appreciate Koko's efforts. The grief of Fat Cat enlightens Koko to change her wrong attitude towards her father. Her love and care motivates her father to become a responsible person. With Koko's help, Fat Cat works in a rehabilitation centre and begins his new life. But he's so upset to hear his fellow villagers abusing his late mother, so he captures one of them with violence. In confusion, the hostage tumbles to death and Fat Cat is shot by police at the scene.
