Plot:	An LAPD "vice" cop (Sizemore) on probation is called back to service to work with the bomb squad (led by Seagal) to track down a bomber (Hopper).
Overview:	Nettles (Sizemore) is a cop-on-the-edge, with a hatred toward the world, and a family who was blown up in a car bomb. When the sadistic bomber Swan (Dennis Hopper) escapes from near capture by the police, he kills Nettles' partner. However, Swan's lover has been captured by the police. Swan threatens to detonate bombs every hour, until she is released. In order to stop them, Nettles enlists the help of a bomb expert (Seagal) in order to stop the madman's reign of terror.
